Foreign citizens, coming to study in Russia, should strictly follow the migration rules of the Russian Federation. The legal status of foreign citizens in the Russian Federation is defined by the legal documents listed below:
1. Federal Law N115 of 25.07.2002 "On the Legal Status of Foreign Citizens in the Russian Federation."
2. Federal Law N114 of 15.08.1996 "On Procedure for Exit from the Russian Federation and Entry into the Russian Federation."
3. Federal Law N109 of 18.07.2006 "On Migration Registration of Foreign Citizens and Stateless Persons in the Russian Federation."
4. Federal Law N110 of 18.07.2006 "On Introducing Amendments to the Federal Law "On the Legal Status of Foreign Citizens in the Russian Federation" and Annulment of  certain provisions of the Federal Law "On Amendments and Additions to Certain Legislative Acts of the Russian Federation", which entered into force on 15.02.2007.
5. RF Government Decree N335 of 09.06.2003 "On approval of the Regulation on the establishment of the form of visas, the procedure and conditions of its registration and issuance, renewal of its action, the recovery in case of loss, as well as the order of cancellation of visa" and others.


In accordance with the above-mentioned legal documents, a foreign national for a timely registration must comply with the following rules:


I.    Before enrollment at the University  

1. For foreign citizens arriving in the Russian Federation with no visa required:
Submit the following documents to the Foreign Students office of PskovSU:
1. Passport and photocopy of the passport (if translation of the passports into Russian is available, provide a photocopy of the passport translation).
2. Migration card with a border-crossing mark (for residents of Belarus - to provide tickets, confirming the day of arrival) and copies of all these documents.
3. Two photos 3x4 (preferably, colored).
4. A copy of the passport page with the stamp of the border-crossing.
5. Document on temporary residence registration for the entire stay in Russia up to the moment of enrollment of a foreign citizen to the university.
6. Application of the foreign citizen for migration registration.
Go to the Foreign Students office and get a certificate of verification of the submitted documents for its further delivery to the PskovSU Admissions Office.

2. For foreign citizens arriving in Russia by visa:
1. Apply for an invitation to study and present passport data (or a copy of the passport) and the date of expected arrival to the PskovSU Foreign students office 2 months prior to entry into Russia (the invitation shall be issued within one month).
2. Get the original invitation in the Foreign Students office of the University.
3. Make a visa at the Consulate of the Russian Federation in the country of residence.

II. After enrolling at the University

1. For foreign citizens arriving in the Russian Federation with no visa required:
1.1. In case of departure from Russia and upon returning, students must inform the Foreign Students office on their movements.
1.2. When entering the Russian Federation, within the first 3 days the student must submit the following documents to the Foreign Students office: passport, migration card. Citizens of Belarus must submit passports and tickets.
1.3. Submit a copy of the contract for the provision of fee-based educational services.
1.4. Procedure of the migration registration implies informing of the territorial body of the Federal Migration Service of the arrival of a foreign citizen in the place of residence and must be executed within 7 working days after the arrival of a foreign citizen in the Russian Federation.
1.5. Within 10 days after submission of documents for migration registration, a student should go to the Foreign Students office of the University and get migration card and a copy of the coupon of the arrival notification in Russia.
1.6. In case of the student’s departure to the country of his/her residence, 5 days before the expected departure from the Russian Federation the student must give the coupon of notification of arrival in the Russian Federation to the Foreign Students office of the University for migration de-registration, indicating the date of departure.
The exception is when the foreign citizen changes the place of residence in the Russian Federation. In this situation, the foreign citizen saves the detachable part of the coupon of arrival notification. On arrival at the new place of residence, the foreign citizen gives the detachable part of the coupon of arrival notification to the receiving party at the new place of residence. (The above changes came into effect from 1 July, 2010, in accordance with the provisions of the Federal Law of 19 May, 2010, №86-FL).
1.7. The period of temporary stay of a foreign citizen in the Russian Federation, who has arrived to the Russian Federation with no-visa required, cannot exceed 90 days, except for the cases stipulated by the legislation of the Russian Federation.
1.8. The foreigner is obliged to leave the Russian Federation upon the expiry of the authorized period of stay. To extend the period of stay one should apply to the migration authorities prior to the expiry of the aforesaid period.  
1.9. Upon returning to the Russian Federation to continue education, on the day of arrival, a student must undergo the procedure of the migration registration (see Section II, subparagraphs 1.1. -1.8.)

2. For foreign citizens arriving in Russia by visa:
2.1. In case of departure from the Russian Federation and upon returning, students must inform the Foreign Students office of the university on their movements.
2.2. At the arrival of a foreign citizen in the place of residence, it is necessary to embark on the migration registration within 7 working days after the arrival of a foreign citizen in the Russian Federation.
2.3. Submit the following documents to the Foreign Students office of PskovSU:
-    Passport and  2 copies of the passport (if translation of the passports into Russian is available, provide 2 copies of the passport translation).
-    Migration card with a border-crossing mark and 2 copies of it.
-    Visa and 2 copies of it
-    Two photos 3x4 (preferably, colored).
-    2 copies of the passport page with the stamp of the border-crossing.
-    2 copies of the contract for the provision of fee-based educational services
2.4. Within 10 days after submission of the documents for migration registration, go to the Foreign Students office of the University and get a migration card and a copy of the coupon of the arrival notification in Russia.
2.5. In case of the student’s departure to the country of his/her residence, 5 days before the expected departure from the Russian Federation the student must give the  detachable coupon of notification of arrival in the Russian Federation to the Foreign Students office of the University for migration de-registration, indicating the date of departure.
2.6. The exception is when the foreign citizen changes the place of residence in the Russian Federation. In this situation, the foreign citizen saves the detachable part of the coupon of arrival notification. On arrival at the new place of residence, the foreign citizen gives the detachable part of the coupon of arrival notification to the receiving party at the new place of residence. (The above changes came into effect from 1 July, 2010, in accordance with the provisions of the Federal Law of 19 May, 2010, №86-FL).

Please note that the period of temporary stay of foreign citizens in the Russian Federation is determined by the validity period of his visa.

2.7. The period of temporary stay of a foreign citizen in the Russian Federation, who has arrived to the Russian Federation with no-visa required, cannot exceed 90 days, except for the cases stipulated by the legislation of the Russian Federation.
2.8. The foreigner is obliged to leave the Russian Federation upon the expiry of the authorized period of stay. To extend the period of stay one should apply to the migration authorities prior to the expiry of the aforesaid period.  
2.9. To extend the visa, a student must fill in an application for a multiple entry visa (if required).
State fee "For issuance of multiple-entry visas" is 1000 rubles. Recipient of the payment is the Department of the Federal Migration Service in the Pskov region
2.10. For extension of the term of registration documents have to be submitted 10 days prior to the registration expiry and 30 days prior to the visa expiration.

Notes:

Departure from Russia is possible only in extracurricular time (vacation). In exceptional cases, during the study, a leave is permitted based on the application of the student or information (in person, by phone, by e-mail) of the Foreign Students office of the University. In this case, the student must pass the coupon of notification to the Foreign Students office of the University.
Registration is valid during one academic year.

At the end of the school year a student must pass the coupon of the notification of the migration registration to the official, responsible for the registration of foreign students, 5 days before the registration deadline, and leave the Russian Federation.

Upon arrival in the Russian Federation to continue education, a foreign student is obliged to undergo the procedure of the migration registration in accordance with the rules listed above
In case of failure to follow the rules, the student shall be expelled from the University, followed by a notification of the Federal Migration Service.
According to the Administrative Offences Code of the Russian Federation, violation by a foreign citizen of the stay (residence) in the Russian Federation, expressed in violation of the rules of entry into the Russian Federation, or in the absence of documents confirming the right to stay (reside) in the Russian Federation, or the loss of such documents with failure to inform about their loss to the appropriate authority, or non-compliance with the established procedure of registration, movement or choice of residence order, in evasion of leaving the Russian Federation after a certain term, as well as in non-compliance with the rules of transit through the territory of the Russian Federation, leads to the imposition of administrative liability in the form of a penalty charge with administrative expulsion from the Russian Federation or without it (Art.18.8.)
